In Aktobe Region, the implementation of an investment project for deep chrome processing is being elaborated, initiated under the “investment order” mechanism at the request of the regional akimat. The project is aimed at developing a chemical and metallurgical cluster and forming new production facilities with high value added.
The project, implemented by Sichuan YinHe Chemical Co. Ltd., one of the world’s largest players in chrome processing, provides for the creation of a modern production complex for deep processing of chrome-containing raw materials with the output of fertilizers, chemical products, metallurgical components, and biologically active additives. The planned capacity of the enterprise will amount to up to 200,000 tons of products per year. The projected annual output volume is estimated at approximately USD 1 billion, while the value of certain types of products may reach up to USD 300,000 per ton. The total investment volume is estimated at around USD 500 million, with the potential to create more than 600 jobs.
Commenting on the signing of the agreement, Chairman of the Management Board of KAZAKH INVEST National Company JSC Sultangali Kinzhakulov noted:
“During a systematic analysis of the investment potential of Aktobe Region, the chrome and chemical-metallurgical industry was identified as a priority area, taking into account the region’s resource base, export potential, and opportunities to form a full production cycle. Implementation of the project will significantly expand the depth of raw material processing and reduce exports of raw semi-finished products.”
As part of the project elaboration, the national company KAZAKH INVEST held negotiations with leading international companies in the sector, following which a visit of the Kazakh delegation to the production facilities of Sichuan YinHe Chemical Co. Ltd. was organized. During the visit, the parties discussed technological solutions, environmental standards, and parameters for possible localization of production in Kazakhstan.
Following the negotiations, the parties confirmed their mutual interest in implementing the investment project and signed the relevant agreement. Implementation of the initiative will make it possible to create a new high-tech production facility in the region, ensure sustainable demand for local raw materials, and strengthen Kazakhstan’s position in the global market for deep chrome processing products.
