During the general debate, Kazakhstan delivered a statement reaffirming its unwavering commitment to the objectives of the Convention and highlighting the country’s significant achievements in its implementation.  

Kazakhstan participates in the Conference of the Parties to the WHO Framework Convention on Tobacco Control

The delegation of the Republic of Kazakhstan, headed by Permanent Representative, Ambassador Erzhan Kazykhan, is taking part in the 11th Session of the Conference of the Parties (COP11) to the World Health Organization’s Framework Convention on Tobacco Control, held in Geneva from 17 to 22 November 2025.

During the general debate, Kazakhstan delivered a statement reaffirming its unwavering commitment to the objectives of the Convention and highlighting the country’s significant achievements in its implementation. The statement outlined key national measures, including a nationwide ban on smoking in public places, health warnings on tobacco products, substantial increases in excise taxes, and the 2020 Code of the Republic of Kazakhstan “On the Health of the People and the Healthcare System”, which equates all novel nicotine-containing products to traditional cigarettes and raises the minimum age for the sale of any tobacco or nicotine products to 21 years.

The Kazakh delegation expressed its readiness to continue constructive cooperation with WHO and other Parties to the Convention in pursuit of the common goal of creating a tobacco-free world.
